The feminist project Frauenbetriebe was developed as a labour-market policy initiative at the Frankfurter Frauenschule (Frankfurt Women’s School, 1982–2013). The organisation Frauenbetriebe – Frauen schaffen ihre Arbeitsplätze selbst e. V. (Women’s enterprises – women create their own jobs), founded in 1984, aimed to qualify long-term unemployed women for self-created jobs by means of business concepts developed to meet their needs.7Haas, Lu (1987): Die Anstrengung, Autonomie zu bewahren: Die Frankfurter Frauenbetriebe im Spannungsfeld zwischen Unabhängigkeit und Landespolitik. The association, initially run as an offshoot of the Frauenschule and independently from 1985 by Lu Haas and Gudrun Krieger, developed a socio-economic counselling concept8Frauenbetriebe QBS e. Frankfurt/M., p. 5. that took into account not only the economic aspects of starting a business but also personal factors such as the participants’ social environment, their own motivation and their knowledge of the sector. Business administration, commercial and technical expertise as well as financing and communication strategies for women business founders were taught in eighteen-month training cycles and in week-long courses.9n.a. The advisory services were initially aimed at women in the skilled trades and girls in commercial occupations: the facility, covering around 1,000 square metres, housed metal and wood workshops, a commercial kitchen and in-house childcare, with a total of 25 workplaces.12Krieger, Gudrun (1992): Frauenprojekte – Planung, Finanzierung, Durchführung. At the same time, the Frauenbetriebe opened a shop on Leipziger Straße, initially as a sales outlet for the craft and design products made in the Frauenbetriebe. Like the Frankfurter Frauenschule, among others, the association Frauenbetriebe e. V. was a women’s project typical of the 1980s.19Jung, Dörthe (2017): Wie die Frauenbewegung Frankfurt bewegte. Budget, areas of work and development

In its early days the Frauenbetriebe – like many other newly founded women’s projects – was largely sustained by feminist commitment and the founders’ own unpaid work, as its then director Lu Haas stated in 1987 in a review of the founding phase.22Haas, Lu (1987): Die Anstrengung, Autonomie zu bewahren: Die Frankfurter Frauenbetriebe im Spannungsfeld zwischen Unabhängigkeit und Landespolitik. During the start-up period the sociologists Haas and Krieger, who often worked up to 60 hours a week on the project, supported themselves through unemployment benefits and severance payments from previous jobs. As part of their work for the Frauenbetriebe, the directors – together with, among others, the business consultant Dörthe Jung and the politician Marita Haibach (Die Grünen) – helped push through the first Hessisches Aktionsprogramm für Frauen (Hessian Action Programme for Women) under the then red-green coalition in the Hessian state parliament. This programme led to women’s policy becoming politically anchored in Hesse, for example through the first Hessian plan for the advancement of women in the state administration and universities in 1987 and the Hessian Equal Rights Act in 1993.25Jung, Dörthe (1995): Der diskrete Eintritt in die Macht. Other funders include the Hessisches Ministerium für Wirtschaft, Energie, Verkehr und Wohnen (Hessian Ministry of Economics, Energy, Transport and Housing), the Hessisches Ministerium für Soziales und Integration (Hessian Ministry of Social Affairs and Integration), the Bundesministerium für Familien, Senioren, Frauen und Jugend (Federal Ministry for Family Affairs, Senior Citizens, Women and Youth), the European Social Fund (ESF), the European Regional Development Fund (ERDF) and others.28Jumpp (n.d.): Förderer. From 1992 the association expanded the trade network for Frankfurt women founders by building up international trade relations with, among others, Northern Ireland, Greece, Albania and Novosibirsk; in 2003 this was followed by the European Union EQUAL project women way of entrepreneurship.29Institut für Mittelstandsforschung (n.d.): Women Way of Entrepreneurship – Statistiken über Gründerinnen und selbständige Frauen. On 1 September 2023 Christiane Stapp-Osterod handed over her post as managing director to Unica Peters, who has worked at jumpp since 2018 as project leader and manager for cooperations, networks and press.38n.a. In addition to counselling for women founders and projects for migrant women and women with experience of displacement, Stapp-Osterod has been particularly committed at jumpp to the early support of girls and young women. During Girls’ Day, for example, schoolgirls have the opportunity to talk to women bosses at jumpp. Stapp-Osterod describes the aim of such events as follows: “[…] to make girls aware of self-employment at an early stage and to show them that starting a business is a possible career path. The event offers information and direct exchange with women entrepreneurs, and the girls have the opportunity to ask their individual questions and take away tips for their professional future.”38n.a. In 2021 the five Frankfurt women’s organisations jumpp, infrau e. V., beramí, FAPRIK gGmbH and the Verein zur beruflichen Förderung von Frauen e. V. (VbFF) joined forces to form the Initiative Frankfurter Frauenträger (IFF, Initiative of Frankfurt Women’s Organisations) in order to counter a rollback intensified by the coronavirus pandemic.39Schindler, Helen (2021): Frankfurter Frauenträger.
