Beramí is an association in Frankfurt am Main that campaigns for the equal participation of migrants at the social, economic and political level.1hrfernsehen (2020): Frankfurter Verein für Deutschen Integrationspreis nominiert. At the centre of its work are the professional integration of women with an international history, their qualifications and their needs. Beramí is committed to valuing social diversity and works towards this in closely networked structures together with various women’s projects, counselling institutions and municipal, state and federal authorities.3beramí e. History

In 1990 the model project Berufsbildung für Frauen in der Migration (Vocational training for women in migration) was set up by the Bundesinstitut für Berufsbildung (Federal Institute for Vocational Education and Training) under the sponsorship of the association infrau e. V. The aim of the project was the vocational qualification of unemployed migrant women without a recognised vocational qualification, by supporting them in retraining or vocational training.5beramí e. V. (n. d.): 30 Jahre Anerkennung Respekt Vielfalt. In: Website of the association. Online at: www.berami.de/wp-content/uploads/2022/07/Chronologie_30_Jahre_berami.pdf (accessed 10/08/2021).

With this pilot scheme, women were identified as a target group for qualification and further training, and women with an international history were recognised as economic actors on whose resources the market economy depends.6beramí e. V. (n. d.): Geschichte. In: Website of the association. Online at: https://www.berami.de/geschichte/ (accessed 10/08/2021). The project concentrated on migrant women because, in many OECD countries, women born abroad have a lower employment rate than men born abroad or than women born in the respective OECD country.7Kofman, Eleonore/Raghuram, Parvati (2009): Migrantinnen und Migranten auf dem Arbeitsmarkt. In: Bundeszentrale für politische Bildung: Zuwanderung, Flucht und Asyl: Aktuelle Themen, short dossier of 01/05. Online at: https://www.bpb.de/gesellschaft/migration/kurzdossiers/57291/arbeitsmarkt (accessed 10/08/2021).

The qualification and further-training programmes could also counteract the social perception of migrant women as unskilled and unqualified labour.8Schumann (2019): „Ratsuchende sind Experten ihrer Situation – auch und gerade, wenn sie aus anderen Ländern kommen“. In: bildungs server blog, post of 23/01. Online at: https://blog.bildungsserver.de/ratsuchende-sind-experten-ihrer-situation-auch-und-gerade-wenn-sie-aus-anderen-laendern-kommen/ (accessed 10/08/2021). The prejudiced notion of migrant women as unqualified arose from the – in part still existing – focus of research on female labour migration on informal employment sectors, in the service sector and in the health and care sector.9Kofman, Eleonore/Raghuram, Parvati (2009): Migrantinnen und Migranten auf dem Arbeitsmarkt. In: Bundeszentrale für politische Bildung: Zuwanderung, Flucht und Asyl: Aktuelle Themen, short dossier of 01/05. Online at: https://www.bpb.de/gesellschaft/migration/kurzdossiers/57291/arbeitsmarkt (accessed 10/08/2021).10Kofman, Eleonore/Raghuram, Parvati (2009): Realität und Klischee – Migrantinnen als Unqualifizierte. Online at: https://www.bpb.de/gesellschaft/migration/kurzdossiers/57295/unqualifizierte-frauen#footnode7-7 (accessed 10/08/2021).

The work and the themes of the model project were continued in the association Berufsbildung für Frauen in der Migration – later beramí e. V. – founded in 1995. On the basis of the understanding of “professional integration [as] the key to social participation”11beramí e. V. (n. d.): 30 Jahre Anerkennung Respekt Vielfalt. In: Website of the association. Online at: www.berami.de/wp-content/uploads/2022/07/Chronologie_30_Jahre_berami.pdf (accessed 10/08/2021). the retraining and qualification programme was steadily expanded. In addition to unemployed migrant women and those threatened by unemployment, well and highly qualified migrant women whose qualifications were not recognised in Germany now also became part of the target group.

Since 1995 beramí has been co-financed by the federal state of Hesse and by the Women’s Department of the City of Frankfurt am Main. In 1996 cooperation followed with the Frankfurt am Main employment office within the framework of a model retraining project for migrant women and ethnic German resettler women.12beramí e. V. (n. d.): 30 Jahre Anerkennung Respekt Vielfalt. In: Website of the association. Online at: www.berami.de/wp-content/uploads/2022/07/Chronologie_30_Jahre_berami.pdf (accessed 10/08/2021).

The association is one of a number of Frankfurt women’s projects that were founded in the course of the second wave of the women’s movement with the aim of enabling women to participate on an equal footing in all areas of society – including the labour market.13Von Bargen, Henning (n. d.): Von Welle zu Welle. In: Heinrich-Böll-Stiftung: boellThema. Online at: https://www.boell.de/de/2018/07/03/von-welle-zu-welle (accessed 10/08/2021). With its agenda of supporting women with an international history, the association Berufsbildung für Frauen in der Migration addressed a further feminist issue that was prominent at the time: the lack of intersectionality in the feminist movement. Multiple discrimination was not being taken into account. As early as 1977 the Boston activist group Combahee River Collective had criticised the women’s rights movement in this respect in its “Black Feminist Statement”. Its demand was that sexism, classism and racism be understood and made visible as mechanisms of oppression interlocked with one another.14n. a. (2010): Intersektionalität. In: Peripherie, no. 118/119, vol. 30, pp. 312–314. Online at: https://www.budrich-journals.de/index.php/peripherie/article/viewFile/24273/21159 (accessed 08/08/2021). Beramí works with an intersectional approach, networking with other Frankfurt women’s projects for the vocational training of women in migration.15beramí e. V. (n. d.): Wir über uns – Leitbild Fortsetzung. In: Website of the association. Online at: https://www.berami.de/leitbild2/ (accessed 10/08/2021).16beramí e. V. The Beratungs- und Koordinierungsstelle für an- und ungelernte Arbeiterinnen im gewerblich technischen Bereich (Counselling and coordination office for semi-skilled and unskilled female workers in the industrial and technical sector), founded in 1992 and financed by the Women’s Department of the City of Frankfurt am Main, by the association infrau, by IG Metall and the DGB, by employers’ associations and by the IHK and HWK, was one of the association’s first cooperation partners: in 1998 beramí e. V., together with the counselling and coordination office, developed job-related German courses which continue to this day (as of 2021).17beramí e. V. (n. d.): 30 Jahre Anerkennung Respekt Vielfalt. In: Website of the association. Online at: www.berami.de/wp-content/uploads/2022/07/Chronologie_30_Jahre_berami.pdf (accessed 10/08/2021).

In the year 2000 beramí and the counselling and coordination office merged to form the association beramí Beratung Bildung Beruf in der Migration e. V. Retraining courses, pre-vocational courses and open counselling were introduced.18beramí e. V. (n. d.): 30 Jahre Anerkennung Respekt Vielfalt. In: Website of the association. Online at: www.berami.de/wp-content/uploads/2022/07/Chronologie_30_Jahre_berami.pdf (accessed 10/08/2021).

When the project’s state funds and monies for the retraining courses were cut in 2003/2004 as a result of the labour-market reforms in the course of the Hartz laws, the association had to file for insolvency in February 2004.19Bundeszentrale für politische Bildung (2007): Fünf Jahre Hartz-Reformen. In: Politik Hintergrund aktuell, post of 16/08. Online at: https://www.bpb.de/themen/migration-integration/kurzdossiers/57291/migrantinnen-und-migranten-auf-dem-arbeitsmarkt/ (accessed 10/08/2021).20Giesecke, Johannes/Groß, Martin (2005): Arbeitsmarktreformen und Ungleichheit. Through a transferred restructuring the work was able to continue. In April 2004 the association beramí berufliche Integration e. V. was founded and the target group was extended to women and men with a history of immigration.21beramí e. V. (n. d.): 30 Jahre Anerkennung Respekt Vielfalt. In: Website of the association. Online at: www.berami.de/wp-content/uploads/2022/07/Chronologie_30_Jahre_berami.pdf (accessed 10/08/2021).

Since then the association’s services have developed steadily, cooperation with other Frankfurt women’s organisations that campaign for the rights of migrants has been expanded, and further funding partners for the work have been gained.22beramí e. V. (n. d.): 30 Jahre Anerkennung Respekt Vielfalt. In: Website of the association. Online at: www.berami.de/wp-content/uploads/2022/07/Chronologie_30_Jahre_berami.pdf (accessed 10/08/2021).

In 2019 around 3,700 migrants made use of the counselling services; 1,040 migrants took part in the qualification measures.23Köneke, Judith (2020): Im Tandem für Integration. In: Frankfurter Rundschau, article of 22/09. Online at: https://www.fr.de/frankfurt/verein-berami-im-tandem-fuer-integration-90050690.html (accessed 10/08/2021).

Self-image

Fundamental principles of the association’s work are diversity, mutual recognition and respect, both within the team and towards the participants and cooperation partners. In the counselling sessions and qualification measures, particular importance is attached to making use of and further developing both the qualifications acquired and the informal resources, knowledge and skills.24beramí e. Areas of work

Counselling

As an independent educational institution26Maier-Gutheil, Cornelia (2015): Beraten. Stuttgart: Kohlhammer, ISBN 978-3-17-022473-5, p. 107. beramí offers open counselling for migrants on work, education and career, irrespective of their level of education or qualification. This involves support in looking for a job, career planning or the recognition of school-leaving and vocational qualifications obtained abroad. These services are part of the programme Integration durch Qualifikation (IQ, Integration through Qualification), which is funded by the Federal Ministry of Labour and Social Affairs and by the European Social Fund (ESF) and supported by the Federal Ministry of Education and Research and the Federal Employment Agency.27beramí e. V. (2020): Jahresbericht 2019. In: Website of the association. Online at: https://www.berami.de/wp-content/uploads/2020/06/200529_Jahresbericht_2019_inkl.Umschlag_web.pdf (accessed 10/08/2021).

Since its foundation in 1990, beramí’s career counselling has been provided to around 12,000 migrants from more than 120 countries (as of 2021).28beramí e. V. (2020): Jahresbericht 2019. Beramí is particularly committed to refugees and offers information events in transitional accommodation and women’s cafés on a variety of topics (school, training, career, childcare) in different languages (including Arabic, Amharic and Urdu).

In networks and cooperative ventures beramí works together with the Women’s Department, IG Metall and other institutions in order to give refugees orientation for the labour market, to put them in touch with support services and, on the company side, to provide information about the legal framework for employing refugees.32beramí e. Since 2014 there has been a series of further-training courses on gender- and diversity-sensitive counselling of migrants, which emerged within the framework of the IQ programme. In 2019 training courses were designed and delivered for, among others, the Paritätisches Bildungswerk, the Frankfurt Jobcenter and the Hessian Adult Education Association, in which the participants reflected on their own communication structures and were able to learn about culturally sensitive counselling strategies on the basis of case studies.35beramí e. V. (n. d.): Website of the association. Online at: https://www.berami.de/ (accessed 10/08/2021).

Language support

Beramí provides two kinds of language support: on the one hand, integration courses are offered which impart language skills up to level B1 and basic knowledge about German culture and politics.36beramí e. V. (n. d.): Website of the association. Online at: https://www.berami.de/ (accessed 10/08/2021). On the other hand, there are special job-related language courses for women and men with an international history who are looking for work and whose language skills are too limited to find a job.37beramí e. V. (2020): Jahresbericht 2019. In: Website of the association. Online at: https://www.berami.de/wp-content/uploads/2020/06/200529_Jahresbericht_2019_inkl.Umschlag_web.pdf (accessed 10/08/2021).

Career orientation, qualification and further training

In various projects beramí offers career orientation and preparation for women and men with experience of migration and flight. The participants are taught German, IT and mathematics, are supported in drawing up application documents and are given the opportunity to complete internships.38beramí e. V. (n. d.): Website of the association. Online at: https://www.berami.de/ (accessed 10/08/2021).39beramí e. V. (2020): Jahresbericht 2019. In: Website of the association. Various qualification programmes are aimed at participants with particular professional backgrounds or qualifications. There is, for example, a preparatory course for training as an educator, programmes for immigrants with degrees in the social sciences or education, and programmes for economists and lawyers.40beramí e. V. (n. d.): Website of the association. Online at: https://www.berami.de/ (accessed 10/08/2021).41beramí e. V. (2020): Jahresbericht 2019. In: Website of the association. Funded by the SKala-Initiative of the entrepreneur Susanne Klatten and in cooperation with Jumpp – Frauenbetriebe e. V. beramí has been running the programme MiA – Migrantinnen fit für den Arbeitsmarkt (MiA – migrant women fit for the labour market) for more than 10 years. Migrant women are supported in developing job-related German skills, in drawing up a competence profile and in strengthening their own initiative in the search for a job.42SKala (n. d.): Die Projekte. Mentoring programmes

For professional integration and advancement beramí runs various one-year mentoring programmes.46beramí e. V. (2020): Jahresbericht 2019. In: Website of the association. Online at: https://www.berami.de/wp-content/uploads/2020/06/200529_Jahresbericht_2019_inkl.Umschlag_web.pdf (accessed 10/08/2021). Since 2005, for example, there has been the mentoring project Einsteigen, Umsteigen, Aufsteigen (Getting in, changing track, moving up), in which highly qualified women with experience of migration who are not employed in line with their qualifications or who are aiming for the next career step receive one year of support from voluntary mentors.

The programme MENTEA – Mentoring zur Integration in Ausbildung für junge Geflüchtete (MENTEA – mentoring for integration into vocational training for young refugees) was launched in 2018. Professionally experienced mentors accompany young people with experience of flight in a one-to-one tandem as they take up vocational training.47beramí e. V. (2019): Jahresbericht 2018. In: Website of the association. Online at: www.berami.de/wp-content/uploads/2022/07/Berami_Jahresbericht_2018.pdf (accessed 10/08/2021).48beramí e. V. (2020): Jahresbericht 2019. Social participation

Alongside support in matters of education and career, the social participation of migrants is a central component of beramí’s work. Through various projects, people with experience of migration are supported in confidently getting involved in politics.

From 2015 to 2017 the model project Mehr Bock auf Politik – Mehr Mut zum Gestalten (More appetite for politics – more courage to shape things) was carried out in collaboration with the BMFSFJ (Federal Ministry for Family Affairs, Senior Citizens, Women and Youth) and the Paritätischer Wohlfahrtsverband. Here young people with experience of migration were given the opportunity to gain insights into political work in various contexts through contact with politically active mentors. In 2018 funding for the project was continued by the Frankfurt Women’s Department under the motto FrauenMachtPolitik; in that year the project was aimed exclusively at women.49beramí e. V. Networks and cooperation

Beramí is a member of various regional and nationwide networks with different thematic priorities, in order to make equal participation possible for people with an international history in all areas of society.52beramí e. V. (n. d.): Website of the association. Online at: https://www.berami.de/ (accessed 10/08/2021).

Since 2008 beramí has been part of the network BLEIB in Hessen II with a counselling project, which is supported by the Federal Ministry of Labour and Social Affairs and the European Social Fund.53beramí e. V. (n. d.): Website of the association. Online at: https://www.berami.de/ (accessed 10/08/2021).54beramí e. V. (2020): Jahresbericht 2019. In: Website of the association. In the Hessian NeW Netzwerk Wiedereinstieg (NeW Return-to-work network), which has existed since 2009, beramí cooperates with seven other sponsoring institutions in order to support women returning to work. A particular focus is on imparting digital skills. The network is funded by the Hessian Ministry of Social Affairs, the ESF and the Frankfurt Women’s Department.55beramí e. V. Wiesbaden: Springer Fachmedien, ISBN 978-3-658-15109-6, p. 233.

In the Forum Berufsrückkehr (Return-to-work forum) beramí works together with Frauen-Softwarehaus e. V., Jumpp e.V. and the Association for the Professional Advancement of Women e. V. (VbFF).59beramí e. V. (2020): Jahresbericht 2019. In: Website of the association. Budget

In 2018 the association had funds amounting to 3.32 million euros at its disposal.63beramí e. V. (2019): Jahresbericht 2018. In: Website of the association. Online at: www.berami.de/wp-content/uploads/2022/07/Berami_Jahresbericht_2018.pdf (accessed 10/08/2021).

The highest allocations beramí receives are federal funds and funds from the European Social Fund (ESF). A quarter of its revenue consists of monies from municipal institutions such as the Women’s Department of the City of Frankfurt am Main. State funds and monies from the ESF, which take account of the particular labour-market conditions in the individual federal states, accounted for around 15 per cent of income in 2018.64Die Bundesregierung/Europäischer Sozialfonds (ed.)
